Unfortunate term coined by Royal Mint CEO (and former Chrétien cabinet minister) David Dingwall[1] on October 19, 2005 at a Parliamentary committee hearing regarding his expenses.[2] During his almost two hours of testimony, he used the word “entitlements” twenty seven times.
The expenses, for such items as chewing gum and tea, were contrasted with Mr. Dingwall’s general compensation – and Dingwall was deemed to be nickel-and-diming taxpayers.
Dingwall’s ill-chosen words have enjoyed a vivid life, long after the particulars of his own controversy have been forgotten. It is now routinely hurled at public officials seen to be abusing perks.
