Paul Brown has a broad range of public policy and business experience. From 1984 to 1988 Paul served in the Conservative government as Policy Advisor to the Industry Minister, Executive Assistant to the President of the Treasury Board, and Chief of Staff to the Minister of Labour. His primary areas of responsibility were economic and industrial policy issues that ranged from the privatization of Crown corporations, oversight of Crown corporations, regional development policy, military procurement matters, and national labour dispute resolution.

Following his service in Ottawa, Paul represented numerous companies in providing strategic advice in their dealings with government at the federal, provincial and municipal levels. He was involved with large infrastructure projects, the negotiation of international agreements, procurement, and regulatory reforms. Since joining Campbell Strategies in 2004, Paul has worked on a wide range of issues related to energy and power generation, financial services, income trusts, and insolvency.

Outside his role as a government relations advisor, Paul served as President and CEO of a small, public technology company for nine years. In that role he raised capital, managed shareholder relations, and developed and implemented annual business plans. Paul is also a principal in Stratacon Inc., a leading supplier of 'smart' electricity sub-metering systems in the apartment and condominium sector. In 2006 the City of Toronto appointed Paul as the Chairman of the Board of Directors of Enwave Energy Corporation. Enwave provides district heating and cooling services to buildings in downtown Toronto.

Paul is a member of the Law Society of Upper Canada, holds a Bachelor of Laws, University of Western Ontario (LL.B.), and a Bachelor of Science in Economics (B.Sc.) from The Wharton School, University of Pennsylvania. Paul serves on the Board of Directors of the Canadian Jewish Congress and is a member of the Board of the Sunny View School Foundation.

In the 2005/06 federal election Paul served as the Ontario Co-Chair of the Conservative Party Campaign.
