Prior to his election to Parliament, Mr. Campbell practiced law in Toronto, first as a partner of McCarthy Tétrault, then at Torys, advising major Canadian and foreign clients on acquisitions, international banking matters, competition law and trade law. Mr. Campbell served as a Legal Counsellor at the International Monetary Fund in Washington , D.C. and practiced with the Washington law firm of Arnold & Porter, where his practice included representing Canadian interests in major trade disputes and foreign governments in sovereign debt reschedulings. A graduate of McGill University , McGill Law School (LL.B.'75, BCL'76), and the Harvard Law School (LL.M.'77), Mr. Campbell has published numerous articles on trade law, competition law, international banking, the debt crisis and international sanctions. Mr. Campbell is a Senior Counselor of APCO Worldwide, a public affairs and strategic communications firm headquartered in Washington , DC with offices in North America , Europe and Asia .
